DANIEL HALL

President

Daniel Hall is the president and co-founder of Access Strategies.  With almost two decades of experience in government and politics, Daniel possesses the knowledge and relationships to successfully represent his clients’ interests. 

Before his career in government affairs, Daniel served two terms in the West Virginia House of Delegates (2009-2012) before being elected to West Virginia State Senate (2013-2016).  During his legislative time, he served as chairman for several committees and ultimately as Senate Majority Whip.

He left the legislature in 2016 to join the National Rifle Association of America as a state liaison, affecting public policy in West Virginia, Kentucky, Georgia, and South Dakota. Daniel then joined OMEGA WV in 2017 and served as the Director of Government Affairs for five years before co-founding Access Strategies. 

Daniel is a lifelong West Virginia resident – growing up on a beef cattle farm in Raleigh County. His father is a minister and a retired coal miner, and his mother raised the family and worked at Appalachian Bible College. Daniel splits his time between Charleston and Beckley – where he lives with his wife Marilyn and daughter Paydin.

A 1997 graduate of Marshall University, Daniel was also a member of the Men’s Track and Field team. He earned all-conference honors, Southern Conference Champion in 1996, and remains the Marshall University school record holder in the men’s hammer throw.

SUMMER BARRETT

Vice President

Summer Barrett is the Vice President and co-founder of Access Strategies. Summer has extensive experience in government affairs, political strategy and communications, and grassroots campaigns. Summer’s access, relationships, and experience inside the WV State Capitol are unrivaled.

Prior to her career in the world of government affairs, Summer worked for Former Governor Jim Justice – first as a member of his re-election campaign staff and then as a member of his official administration. During her time with his administration, she worked to implement the governor’s legislative agenda and foster relationships with members of the WV House and Senate, lobbyists, and state business leaders. Before her time with Justice, Summer worked as a communication and legislative strategist for the WV Senate Republican Caucus and as an assistant to former Senate President Craig Blair. 

Whether it is her relationships with members of the WV House and Senate, the Governor’s office, state agency heads, etc., or her years of government affairs experience, depth of legislative knowledge, and active commitment to her work, Summer is an invaluable asset to any client. 

Summer is a life-long West Virginian and a graduate of West Virginia University with a degree in Political Science – Law and Legal Studies. 

Summer splits her time between Charleston and Martinsburg – where she lives with her husband, State Senator Jason Barrett, their son Berkeley, their daughter Vandalia, and their dog Winnie.

AMBER PERRY

Sr. Director of Government Affairs

Amber brings over a decade of government relations and lobbying experience, including serving as Vice President on the Board of Directors for a statewide non-profit and direct work in membership engagement and grassroots organizing.

Amber’s grassroots and association management experience includes overseeing membership growth, grassroots campaigns, and event planning, as well as working with organization members and legislators to accomplish organizational goals. Her experience with government relations and consulting work includes policy research and development, bill drafting assistance, policy analysis, direct lobbying, and strategic planning of short, mid, and long-term legislative initiatives.

Amber also has prior public sector experience with the Office of the West Virginia Attorney General’s Division of Consumer Protection and the West Virginia Department of Health and Human Resources.

In addition to her legislative, government, and policy experience, Amber has a Master of Social Work (MSW) from Marshall University, a Bachelor of Science in Social Work (BSW) from West Virginia State University, and a Licensed Practical Nurse (LPN).

Amber enjoys serving her community through her College of Professional Studies Committee position with West Virginia State University.

Amber has successfully raised five children, officially classifying her as a superwoman.

She is a West Virginian by choice and plans to remain in the Mountain State.

Marilyn Hall

Director of Government Relations - Children and Families

Marilyn Hall is a professionally licensed social worker in West Virginia. Throughout her career, she has served in leadership roles in private and public sector positions in child protection and family preservation. A staunch advocate for children and families, Marilyn has a passion for children with special needs and had focused a large portion of her career advocating for expanding resources and support for this vulnerable population. In her time in the private sector, she successfully advocated for legislation that provided more support for children and their families, while enhancing support and accountability for both public and private child-serving agencies. Marilyn left the private sector in 2021 to serve as the Assistant to the Cabinet Secretary for Children’s Programs in the West Virginia Department of Human Services. In this capacity, she served as the state liaison to private child-placing foster care agencies and assisted in the state’s efforts to implement high-quality mental health programs for children who were at risk of home removal. Marilyn also worked for the West Virginia State Senate as a Media Specialist and Legislative Advisor focusing on child welfare. In this role, she witnessed first-hand the processes of state government which fostered a passion for civics, education, and voter engagement. Marilyn also serves on her local Family Support Center board and encourages increased community involvement.

Marilyn is married to her loving and supportive husband Daniel Hall and has one beautiful daughter, Paydin. She resides with her family on their farm in Bolt, West Virginia.
